not really, his abilities are actually soo situational. Konjiki Ashisogi Jizo is too slow and too big for regular battles, but he is a captain for a reason. He makes up for these with his strategies and preparations before taking on anyone.

The Hogyoku? Yes, to use it it has to be complete, but he found a way to use it completely temporarily. He put his spiritual pressure to unseal it. To be able to do that he'd need at least double a captain's Spiritual Pressure.

Yeah, the power scaling is a little weird quite a fair amount if times. Like in the SS arc, Ichigo tied with Kenpachi yet Kenpachi beat Tosen fairly easily. That can be argued that Kenpachi wasn't just trying to win but also have a fun time, but still. Same here. The 3rd time Ichigo fought Grimmjow, once his mask was removed Ichigo was still able to fight. He was also able to keep up for a bit with Nnoitora in base after barely winning against Grimmjow. Now Kenpachi ks whiping the floor with Nnoitora. Although he did fight Nel, but still. As for Mayuri, it was explained. The dude had all the information and back ups.
